The ethics of subtle pressure

Sam recently joined a Government Infrastructure group in a senior role. He was appointed to a team that has been working on a major project for over a year. The team is nearly ready to make its recommendation in favour of one particular plan, but nothing has been announced and in the meantime Sam has heard that the Minister is in favour of a different plan to the one they intend to recommend.

Sam has been working hard to build a good working relationship with the Minister, which is a key deliverable of his role, and he is concerned that making his team’s original recommendation might jeopardise that relationship.

Perhaps the minister's choice is a good one and the group has not considered changes over the year. You could suggest, as a fresh set of eyes that it might be worth considering other options given the project has taken so long?

Or if you have a good relationship with the minister, you could try to get a better understanding of why the choice was made and take that to thge group for discussion?
